If I dont like the points cost then I would simply ask that you to pay more.

My view is: "What's fun?"

I think, at the very least, an opponent should say: "Hey is it okay if we use IA rules for this battle?" before the game begins?

Seeing a frickin' massive, beautiful model on the board, for me, is fun, whether the model is mine or my opponents. If this model is, in fact, way overpowered and me or my opponent just starts stomping the opposition, the game is probably less fun than a game that runs on a knife edge and I'll probably ask for some kind of logical points increase on that model if an opponent wants to use it again. If the opponent is a jerk about it, well, I don't want to play with jerks.

This same logic actually applies to min/max codex armies. I play to have fun. If I just get trounced by Terminator spam every time, I'll probably avoid battles that have a foregone conclusion. I'm not saying people should hobble their army lists to accommodate my failure to beat them, just that, y'know, people should play to encourage a continuing supply of people to play against!
